Since 1999 the program has converted 250 million square feet of lawn and saved 203 billion gallons of water.
Now, somebody has to sell the homeowner what goes in the hole where the grass used to be. The gravel. The drip line. The desert-adapted shrubs that have to cover half the area when they mature, because that is a rule.
That is Star Nursery. And it is one of the clearest examples in America of a business whose demand is written by legislation.
